What the City actually receives

Two things, and neither is this workbook. First, KVC_Niles_PLANT_Budget_SUBMIT.xlsx, which is the City's own one-sheet budget template with values typed into it and nothing else altered. Second, the narrative answers typed into the City's online form. The fourteen-tab workbook is internal working paper that feeds those two things.

01What is in the workbook

Fourteen sheets. Each one either feeds the application itself or feeds an internal approval that has to happen before the application can be filed.

Start HereThe request, the constraint, five leadership items with a position on each, and the submission checklist.
PLANT BudgetThe City's own template, filled. This is the file uploaded with the application.
Budget DetailComponent specification behind every budget line, driven by five site measurements.
Application DraftFull prose answers written to be pasted into the City form.
Action PlanFourteen actions worked back from September 21, ordered by what blocks what.
Nine Month TimelineImplementation, cash gates, and every City reporting obligation.
Outcomes and MetricsTwelve measures, each with a baseline, a target, and its evidence.
Baseline LogFourteen dated rows to record the watering baseline the narrative rests on.
Quotes and ProcurementQuote tracker with the Batch 1 cash gap calculated live.
Funding RoadmapSources ranked by how they pay, including the ones ruled out and why.
No Front Cash PlanPurchasing controls, plus eight questions to send out to the City.
Sources and RulesEvery citation with its HTTP status recorded on August 6.
Open ItemsAll fourteen blanks in one place, with owner and due date.
What ChangedEach correction to the earlier drafts, and the source that settled it.

02The eight corrections that matter most

Twenty-one corrections are recorded in the workbook. These eight changed either what the project is, whether a funding source applies, or how much can be asked for.

01

The greenhouse was missing from the whole package

WasThe August 6 workbook described an outdoor bed garden. The word greenhouse did not appear on any sheet, even though the earlier proposal was built entirely around upgrading an existing greenhouse.
NowThe greenhouse is named across the budget, the narrative, the metrics, and the procurement specification, and it has its own irrigation zone on the controller.

The July 22 session recorded that the greenhouse already stands and needs exactly these upgrades. An enclosed structure dries faster than open beds, so leaving it off the irrigation plan left out the growing space with the highest watering demand.

02

The site address was contradicted between the two drafts

WasThe July 22 proposal placed KVC Niles in Raytown, in Eastern Jackson County. The August 6 workbook used 1911 E. 23rd St., Kansas City.
NowKansas City, Missouri 64127, confirmed against the KVC Missouri location page and the federal SAM entity record for The Niles Home for Children.

This matters twice. It puts the site inside Kansas City city limits, which the PLANT program requires for eligibility. It also puts the site outside the service area of the grant the earlier proposal was built around.

03

The $30,000 anchor grant does not apply to this site

WasThe Eastland Giving Circle was carried as a $30,000 upfront anchor that could fund nearly the entire greenhouse project on its own.
NowRecorded as not eligible on geography, kept on the Funding Roadmap with the reason attached rather than deleted.

Eastland covers Eastern Jackson County east of I-435, suburban Jackson County outside Kansas City, and Cass County. The site sits inside Kansas City and west of I-435. It was carried only because of the Raytown error. It stays on the sheet as a closed question so nobody rebuilds the plan around it in six months.

04

A required assessment was treated as an optional phone call

WasKansas City Community Gardens appeared as a funding partner to call about grant programs.
NowRaised to a leadership decision due August 11, and flagged as the longest lead time in the package.

The City requires that sites working with KCCG complete a KCCG site assessment before applying and attach it to the application. With 46 days to the deadline, that decision cannot sit in a queue.

05

The award-history question is answered, and the answer is $10,000

WasConfirming whether this site had a prior PLANT award was the first action item, owned by finance, due August 10, with the entire budget contingent on the answer.
NowSettled by evidence. No prior award exists, so the $10,000 request stands and the contingency is closed.

The City publishes its 2025 recipients, all 26 of them, and the launch release confirms 2025 was the first cycle, which makes that list complete rather than partial. KVC appears nowhere on it. The list also carries The Ozanam Therapeutic Teaching Farm, a therapeutic farm at a Kansas City youth residential treatment campus, which is the closest possible precedent for this application.

06

The controller was a timer you have to walk to

WasA commercial multi-zone timer with battery backup. It cannot tell anyone it failed, so a dead zone is discovered as a dead bed the following week.
NowA WaterSense-certified smart controller with phone app control, weather-based scheduling that skips a cycle after rain, and an inline flow sensor with leak alerts. Cellular add-on if campus wifi does not reach the garden.

Raised by KVC. Staff confirm from a phone that the weekend cycle ran, and a burst line raises an alert the same hour. It also earns the third PLANT goal: root-zone delivery plus weather-responsive scheduling cut consumption and runoff, so the application now addresses all three program goals rather than two. Funded by moving $800 across the other lines, so the request is unchanged at $10,000.

07

Naming the pantry moved the application from two program goals to three

WasThe produce recipient was a marked blank, and the application claimed two of the three PLANT goals.
NowSeton Center, 2816 E. 23rd St., named in the narrative, the metrics, and the sources. All three program goals claimed.

Seton Center runs a food pantry on the same street as this garden, and its pantry service area covers ZIP 64127, which is the garden's own ZIP. Food grown at 1911 E. 23rd St. reaches neighbors in the same ZIP through a pantry a mile down the same road. That specificity turns a distribution claim into a verifiable one. A Seton Center Community Garden also appears on the City's 2025 PLANT recipient list, so the City already knows this partner.

08

No wifi at the garden, so the cellular link is required rather than optional

WasThe smart controller carried a cellular add-on as a conditional item, pending a check of whether campus wifi reached the garden.
NowConfirmed that wifi does not reach. The 4G cellular add-on is specified as required, and the quote must price the carrier and any monthly data fee as its own line.

Left conditional, this surfaces as a surprise cost after the money is committed. It also strengthens the maintenance answer, because the controller stays reachable regardless of site network coverage.

Also corrected

A cited source URL that returns 404 was marked dead and replaced. Four City requirements that were missing were added to the timeline: the August 25 applicant webinar, a second required grower-support workshop during the grant period, three progress check-ins, and an in-person site visit at the halfway point. The budget was rebuilt from eight round numbers into a component specification. The full list of twelve sits on the What Changed sheet.

03Five items for leadership

A position is taken on each. Two are calls already made in the package, and three are blanks that need a KVC name typed into them. Nothing here was filled with a guess.

ItemPosition taken, or what to enterOwnerBy
1KCCG is already a partner, so the site assessment is mandatory. Blocker The City requires a completed KCCG assessment attached to the application when a site works with KCCG. This site does. It is the only item that can miss September 21 on lead time alone. KVC reports the KCCG grant funds are long exhausted, so KCCG is assessment and free technical assistance, never money. Garden leadAug 10
2The greenhouse stays inside this request. Position: integrated One system across the greenhouse and the outdoor beds on a single controller. Override only to fund the greenhouse separately, which reallocates the budget. Exec sponsorAug 14
3The pantry is Seton Center. Settled. Answered Produce goes to Seton Center plus the youth and staff on campus. Same street as the garden, and its pantry service area covers the garden's own ZIP. Written into the narrative, the metrics, and the sources. No decision left here. Program leadDone

04The cash gate, and where it binds

KVC cannot pay project costs and wait to be repaid. PLANT pays half on award, so purchasing runs in two batches and no batch is ordered before its cash arrives.

StageAmountCoversGate
First deposit$5,000 50 percent, paid on award after the agreement is executed Confirmed rule
Batch 1$5,000 Water source connection, smart controller with flow monitoring and 4G cellular link, greenhouse zone Lands exactly on the deposit
Second payment$5,000 Released per the grant agreement, terms still to be obtained in writing Terms needed
Batch 2$5,000 Outdoor bed zones, installation and testing, repairs, soil and season extension, tools and harvest supplies Follows payment two
The gap is closed by phasing, not by wishful funding

An earlier version of this plan put Batch 1 at $6,300 against a $5,000 deposit and closed the gap partly by assuming KCCG would cover the water connection. KVC has since confirmed the KCCG grant funds ran out some time ago, which made that fix fiction. Phasing solves it honestly. Batch 1 buys the water connection, the smart controller, and the greenhouse zone, so the highest-demand growing space comes online first under full remote control. Outdoor distribution follows the second payment.
